Allow deletion of actionable elements after a program has been deactivated.

When iteratively building a program (revise/activate/deactivate/revise), it is not possible to delete elements from the program after it has been deactivated, nor can orphaned (detached) elements be deleted (as when temporarily out of view after the space has been repositioned).  However detaching/repositioning/reattaching are allowed.

Another option worth considering: allow programs to invoke data source maintenance tasks, whereby the maintenance tasks are define like programs and invoked by programs.

We agree! As we iterate on building the New Programs experience, we are looking to allow deletion of items for programs that have been active before, and want to give users a choice on how to handle any contacts that may be on those objects. Such as removing or exiting or being able to re-direct those contacts to another point in the program.  You can re-order and re configure items and as you noted, detach them, but we understand there is more to do.

For your other idea, let's break that out to a separate idea. We have users today that use Update Profile to update certain field flags for database mgmt tasks. Was there something specific you had in mind that cannot be accomplished?
