Within the UI, currently if you want to include contacts that exist in or meet specific RT criteria, users need to create a workaround or include additional actions in the program to flag RT contacts only. Being able to directly add RT criteria can reduce the risk of errors occurring and make programs easier to use for all by reducing the additional steps and workarounds. The fewer steps and actions in a program allow the program to move contacts through it more efficiently (from my experience anyways). Same recommendation for "is in query" restriction.

Contacts that meet RT criteria can be easily added in to WCA programs through a query.
