Allow "in query" criteria for programs entrance contact source.

Within the UI, currently if you want to include contacts that exist in or meet specific RT criteria, users need to create a workaround or include additional actions in the program to flag RT contacts only. Being able to directly add RT criteria can reduce the risk of errors occurring and make programs easier to use for all by reducing the additional steps and workarounds. The fewer steps and actions in a program allow the program to move contacts through it more efficiently (from my experience anyways). Same recommendation for "is in query" restriction.

Contacts that meet RT criteria can be easily added in to WCA programs through a query.

    You can currently use RT queries for both Programs entrance and within the rules in the program flow.

    You cannot use Child Relational table criteria or in-queries at entrance at this time, but we are aware of this need.   For in-query use, what is your expectation on changes that could be made to those queries while a program is active?
