Feature controls and limits for Programs

Giving some access to users for programs would be useful as they could build their own programs but have a different team able to activate them so that not all users can change programs but can draft and create. Also means they can benefit from program reports but won't be able to change any live ones without permission. 

At the moment only someone with access to everything can build, edit, activate, deactivate and look up reports of these features. Would like the ability to allow people to have some access but not all.

How will this idea be used?

Limited access to programs for some users but not "all or nothing". People would be able to draft programs and also be able to view reports to see how programs are getting on.

    Thank you for the idea. Today, access to a program is based on the users access to the associated contact source OR no access to programs at all. You can use folders limits to mange some user access but we understand that having user level permission controls, view only, and an approval process and limitations to activation are desired. We will watch the votes on this to help us prioritize
