We want other marketing users to be able to opt-out recipients at the contact list level, because they are in charge of, or only have access to, certain contact lists and not the full parent database.
These users currently receive requests from recipients to be opted-out but must send the request to a marketing admin, who has database level access, to opt out recipients. The time it takes to process the opt-out request could lead to recipients receiving more emails and submitting an abuse complaint because they are receiving emails after they have requested to be opted out..

Marketing users can quickly opt-out recipients, honoring their request and delaying the possibility of an abuse complaint being submitted.
