Currently you can disable frequency control, or enable it at the org or list level. The problem is that, if you set it at the list level, all lists must have the same setting (e.g., no more than 7 emails per 7 days).
How will this idea be used?
Example: We have an app that sends alert emails to a contact list whenever certain error conditions are detected by the app. We never want these emails to be suppressed by frequency control. However, we have other lists for which 7x7 frequency control is required because of business rules. And, given GDPR and other upcoming country email regulations in 2020, more frequency control flexibility will be needed.
